The following units had representatives present:

Call to Order

Meeting was called to order at 8:07 pm, 68 units of the 112 units were present, therefore with the unit owners and proxies represented, quorum was reached as per the Condo Act.

Introduction

Terry Thiessen is the new property manager for Northtowne. Northtowne continues to be responsible for our finances. This includes invoices, insurance, buying/selling, condo payments, etc. The Board of Directors is handling the operational tasks.


Approval of Previous Minutes

Minutes of AGM held on December 8, 2021 were approved.

Appointment of Auditor

Last year's audit is available on hayleycommon.ca website. It was proposed that we use Exchange Group again this year.

2021/2022 Financial Report

Copies of the financial report were available at the meeting. As well, copies are available on hayleycommon.ca website. There were no comments/questions about the report.


Budget Presentation – 2023/2024 Fiscal Year

Copies of the budget were handed out at the meeting. A final copy will also be posted on the hayleycommon.ca website. The Board of Directors proposed a $50/month increase starting June 1, 2023. This number was determined by inflation and also the recommendation by the auditor to increase our reserve fund. Our reserve fund is recommended to be $800,000 and is currently at $200,000.


The question was asked what percentage of the condo fees go to the reserve fund. Currently 5 – 10% of the condo fees go to the reserve fund but with this increase it will be 20% of the condo fees.


The question was raised if they can be raised June 1st as there needs to be 30 days notice. It was confirmed that it is 30 days notice.


If owners have set up automatic payments it will be changed automatically but if owners send their payments monthly, they will have to ensure they change the amount. If you have any questions about the actual payment, you can email Terry directly at terry@northtowne.ca


Old Business

Intercoms – The board will be getting updated pricing and then will email all owners with options.


Landscaping – The board has requested quotes to resolve some of the drainage issues but no quotes have been received. They will look for a new contractor to try to obtain quotes.


New Business

Garage Roof Inspection – We recently had the garage roofs inspected as there were concerns about damage to the walls of some garages. The company indicated that there were no concerns at this time with any of the roofs on the garage. Unit #65 expressed concern that the walls continue to be water damaged. The board will follow up.


Electric Vehicles – Research was done and at this time the Board is recommending that we do not install any electric vehicle chargers on the property. Any decisions about installing chargers in the future will involve all owners.


Efficiency Manitoba – The board is looking at reducing the lighting cost in the hallways. Working with Efficiency Manitoba to look at options available to us.


Snow/Lawn Maintenance Contract – Effective May 1st Augertz Fencing is the new contractor for the lawn and now maintenance for 2023/2024. If you have any concerns, please email hayleycommon2019@gmail.com so we can work with the company to resolve them.


Unit #106 wanted to know the amount that had been spent on repairs of a unit as the insurance hadn’t been utilized for this work. This matter is currently with the lawyers so a final amount is not known. Terry recommends that condos don’t utilize insurance if it is expected to be less than the deductible so as to try to keep rising insurance costs as low as possible.


Election for Board of Directors

Four existing members agreed to stand: Brian Fox, Lynda Jackson, Lori Foulds, Brad Refvik. There were two additional members that were nominated: Heather Habing and Evan Rice. All six members were nominated by acclamation.
