Agenda Items:
1. Opening Remarks 6-6:05PM
Aaron opens meeting at 6:04 pm
2. Project Background and Engineering Overview
a. Aaron reviewed history of the issue of garages.
i. Garages range in problems: grading, flooding, mold or no problem at all.
b. Summary of recent engagement with the professional engineering firm site assessment.
i. Identified multiple grading and structural deficiencies
ii. Prospects reached out to 7 engineering firms, only one replied. The firm was Kach Jablonski Engineering– 15 years’ experience
3. Key Engineering Walkthrough Findings
i. Cash Jablonski Engineering came to do an initial walkthrough of the garages.
ii. Walkthrough findings that garages should have been built with ground slope running to drain which does not seem to exist and at this point drains can no longer effectively be put in.
iii. There should be water proofing of a concrete curb, which does not exist. Water wicks up into the wooden studs. No water barrier to the walls. Reason for walls falling off the sides. Combined findings do not line up for one solvable plan. The recommendation was to inspect all garages.
Discussion took place and let to the following questions:
Why are we not using condo insurance for this? Aaron to speak with Rod from the insurance company to see if this is feasible.
What are next steps? Structural review in the next month.
Is there imminent risk from the mold - Inspection will reveal the risk
4. Upcoming Structural Inspection.
i. This will include a partial tear down of the interior walls to see the extent of damage occurred. This Inspection, to take place within the next month.
ii. The cost for this structural inspection will be $27,500.
b. Questions:
Can you not just lower the parking lot? This would not be effective. Water would still be coming up from the floor.
Can we take action against the company that completed the regrading of the parking lot the first time?
No, the statute of limitations expired.
Will a schedule of the inspection work be sent to the owners? Yes.
What are the safety concerns? Structural failure. Mold damage and danger to individuals.
Who will pay for the removal of the two feet of drywall (inspection)? Garage fund.
What is the current garage fund amount? $68,000 - $20 monthly from your condo fees go into this fund.
Worst case scenario, what will happen if structure is gone? That is why we are having the engineering report done to see what the extent of the damage has been over the last 10 years and how it can be addressed in the most cost-effective way.
Dates of inspection to be determined based on availability of engineering firm’s schedule. Looking at within the next month.
5. Long-Term Strategic Plan Options: The following options were discussed:
a. We could do nothing and live with it. Work on individual solutions as they occur. Band aid solutions.
b. Complete tear down or phase down. Approximate $2.2 million for total plan to rebuild.
c. Go to all surface parking or rebuild carports.
d. This is time for discovery, to find solutions, so let’s work together.
e. The final decisions may require an 80% vote of the entire condo corp.
6. Open Floor and Owners Q&A
a. How will we know when the inspections will take place - Sequence of how the removal will take place will be provided to owners in advance of inspection date.
b. How will we find out about the inspection results and recommendations? Meeting of all garage owners will be held after the inspection report is received. Recommendations will be reviewed at this time, and decisions will be made as to how to resolve.
c. When process begins, where do we move our things? Move all belongings to the middle of garage and remove your car. A complete schedule will be sent to garage owners as soon as the inspection date has been set. Arrangements for parking will be made as needed including the use of visitor parking and a request for extended parking on OPTH 59 through the municipality.
Board members and other volunteers will be available to help move things in your garage for those who are unable to complete this on their own.
